Armenia and Azerbaijan sign ceasefire

Turkey's parliament has approved the deployment of troops to join Russian forces at observation points in Nagorno-Karabakh after Armenia and Azerbaijan signed a Russian- brockered ceasefire to end the fighting over the enclave.

Nagorno-Karabakh lies within Azerbaijan but has been under the control of ethnic Armenians since the end of the war in 1994.

So how will the accord between Ankara and Moscow to monitor the ceasefire be implemented?
