The economy has been hit by record load shedding, Transnet's woes, sky-high interest rates and inflation, along with a slump in mining profits, have throttled tax income. Meanwhile, government's borrowing costs have soared due to a range of factors including the country's greylisting. Already facing tough trade-offs before, Finance Minister Enoch Godongwana now has an almost impossible task.
